Who is liable when one student threw racquet and hurt my kid on school property resulting in medical bills?

My kid and classmates were walking back to trailer classroom. Suddenly, my kid was hit by a racquet by surprise.( It's not PE time, not cleaning up time ) Should the parent of that boy who threw the racquet be responsible for all the medical bills?
